Officer responsibilities

PRESIDENT

Basic Function:

Serves as chief elected officer, representing the entire membership and the best interests of the Association.

Exercises personal leadership in the motivation of other officers, Association members, committee members, staff and membership, influences the establishment of goals and objectives for the organization during term of office. Acts as spokesman and inspirational leader. Takes an important part in monitoring and evaluating organizational performance and effectiveness. Works in partnership with the Chief Executive Officer.

Specific Responsibilities:

Within the limits of the constitution, bylaws and policies, the President is responsible and has commensurate authority to accomplish the duties set forth below:

1. Presides at and attends all meetings of ECAR membership and the Board of Directors. Coordinates agenda material with Association staff.

2. Sees that the Board of Directors and Officers are kept fully informed on the conditions and operations of the association. (The Chief Executive Officer plays a major part in fulfilling this responsibility.)

3. Works with the Chief Executive Officer in seeing that basic policies and programs that will further the goals and objectives of the Association are planned, formulated, and presented to the Board of Directors.

4. Appoints Chairmen of Association committees and task forces, subject to the approval of the Board of Directors. Outlines the purpose and duties of these committees and monitors programs.

5. Sees that the organizational structure and policies of the Association are reviewed annually with the Chief Executive Officer.

6. Supports and defends policies and programs adopted by the Board of Directors.

7. Promotes interest and active participation in the Association on the part of the membership and reports activities of the Association to members by means of letters, publications or speeches.

8. Presents an annual report at the end of the term or at other appropriate meetings.

9. Acts as spokesperson for the Association to the press, the public, legislative bodies, and related organizations.

10. Serves on the Finance Committee and presents an annual budget for approval to the board of directors, in conjunction with staff.

11. Conducts an annual review of organizational performance and association effectiveness, including a review of the Chief Executive Officers performance.

12. In conjunction with the treasurer, monitors expenditures to assure operation within the annual budget.

13. Serves as a CAR Director and represents the Association at all CAR functions. Represents Association at specified NAR functions.

Relationships:

1. Responsible to the Board of Directors and, through the appropriate body, to the membership for seeing that the programs and policies of the Association reflect the needs and aspirations of the membership.

2. The President will consult and advise with the Chief Executive Officer on all matters pertaining to Association policies, programs and finances.

PRESIDENT ELECT

Basic Function:

Assumes the responsibilities of the President in his or her absence or as requested. Assists the President in carrying out the functions of that office and performs specific duties delegated by the President. Assumes the responsibilities of the President at the beginning of the following elective year.

Specific Responsibilities:

1. Assumes the duties of the President in his or her absence or as requested.

2. Attends all meetings of ECAR membership and the Board of Directors.

3. Performs duties assigned by the President, and assists the President in the performance of his or her duties, whenever requested to do so.

4. Selects committee chairman for the following year.

5. Stays informed on relevant matters.

6. Performs other duties as delegated by the President.

7. Serves as Chairperson for the Strategic Planning Committee.

8. Serves as a Delegate to member body of NAR.

9. Serves as a CAR Director and represents the Association at all CAR Functions. Represents Association at specified NAR functions.  

Relationships:

1. Reports to the President and Board of Directors.

2. The President Elect’s staff liaison is the Chief Executive Officer.

SECRETARY

Basic Function:

Ensures that records are maintained of all Board of Directors and committee meetings. Serves on the Board of Directors.

Specific Responsibilities:

1. Attends all meetings of ECAR membership and the Board of Directors.

2. Ascertains that records are maintained for all meetings of the Association, the Board of Directors and committees.

3. Provides copies of the minutes of each meeting to the President and other officers and directors as appropriate.

4. Maintains current copies of the Board bylaws and policies for use by the President or the Board of Directors.

5. Performs other such duties as may be assigned by the President.

6. Serves as a CAR Director.

Relationships:

1. Reports to the President and the Board of Directors. Has regular contact with other Association members.

2. May have contact with related public or representatives from other associations.

3. The Secretary’s staff liaison is the Chief Executive Officer.

TREASURER

 Basic Function:

Ensures the integrity of the fiscal affairs of the Association. Serves on the Board of Directors.

Specific Responsibilities:

1. Serves on the Finance Committees.

2. Attends all meetings of ECAR membership and the Board of Directors.

3. Ensures that the Association maintains accurate financial records.

4. Reviews Association expenditures and financial stature on a regular basis to ensure overall fiscal integrity.

5. Submits regular financial reports to the Board of Directors and general membership.

6. In cooperation with those financial responsibilities, helps develop, recommend, and upon approval, operates within an annual budget. Sees that the finances of the Association are audited periodically.

7. Performs other such duties as may be assigned by the President, which may include serving as Chairman of one or more committees.

8. In the absence of the President, President Elect and Secretary, presides at meetings of the Board of Directors.

9. Serves as a CAR Director.  

Relationships:

1. Reports to the President and Board of Directors.

2. The Treasurer’s staff liaisons are the Chief Executive Officer and the Administrative Assistant.

DIRECTOR

Basic Function:

All corporate powers shall be vested in the Board of Directors.

Board of Directors Specific Responsibilities

1. Receives Committee reports to accept, amend or reject committee recommendation.

2. Approves the annual budget of the Association.

3. Makes and recommends policy of the Association.

4. Has full power to borrow money, to issue notes, bonds or certificates of indebtedness as may be deemed necessary to carry out the objectives of the Association.

5. Attends all meetings of ECAR membership and the Board of Directors.

6. Develops methods of making the Association and its programs useful and of practical assistance to the members in cooperation with the appropriate committees of the Association.

7. Acts as liaisons to various committees of the Association.

8. Stays informed on relevant matters.

9. Carries out other duties and activities as directed by the President.
